In every instance where it looks like they can’t kill the protagonists it’s because they have been ordered to make it look like they are fighting, but actually they are letting them go.
1. At the first Death Star, you should have picked up that they were let go to find the rebel base
2. At bespin, they were luring Luke into the freezing chamber, the storm troopers weren’t actually supposed to land shots on Luke
3. During the first part of the battle in Endor, they were supposed to let the rebels into the base only to be captured afterwards. Sidious confirms this
Remember Sidious always had convoluted plans, ever since Episode 1 he liked to play with all his pawns and loved fake attacks
Finally, in every instance where the Stormtroopers were actually supposed to defeat the Rebels, they did so swiftly:
1. While boarding the Tantive IV
2. In Hoth the Empire wipes down the ground forces with ease
3. In Endor before the Ewoks rescue the Rebels, the Empire captured the protagonists. Sidious only flaw in his plan was to not take into account the Ewoks. Without the Ewoks they would have never disabled the shield to DS 2.0
4. During the Battle above Yavin 4, the Empire was being successful in destroying the fighters. It took a force user (Luke) and Han’s element of surprise to actually destroy the Death Star.
