Το παρακάτω κείμενο είναι αρκετά μεγάλο για να το μεταφράσω και πιστεύω ότι οι περισσότεροι καταλαβαίνετε μέσες-άκρες αγγλικά.
Σε πολύ γενικές γραμμές λέει ότι η Ε.Ε. σκέφτεται να ψηφίσει Νόμο που θα υποχρεώνει τα κρατη μέλη της σε ελεύθερες (μη κωδικοποιημένες) δορυφορικές μεταδόσεις όλων των εσωτερικών τους παραγωγών. Η λογική είναι ότι σήμερα η Ευρώπη δεν έχει σύνορα και όλο και περισσότεροι πολίτες ζούν σε άλλες χώρες και όχι στην χώρα καταγωγής τους.
Επίσης το Federal Cartel Office έχει βάλει στο στόχαστρο την πλατφόρμα Dolphin/Entavio (SES-Astra) και την ερευνά για "κατάχρηση δεσπόζουσας θέσης"!
Ολα τα παραπάνω είναι φυσικά ....good news και τα επικροτούμε!
Αν κατι τετοιο εφαρμοστεί τότε κανάλια σαν τα Mega, ANT-1, Alpha ή τα κρατικά θα υποχρεωθούν να μεταδίδουν το 90% του προγράμματός τους ελεύθερα, για να μπορούν να τα λάβουν και οι ομογενείς μας (βεβαια...κανείς δεν τους υποχρεώνει τότε να σταματήσουν την δορυφορική μετάδοση!)

EU law concerning unencrypted transmission via satellite?

According to French media reports, the European Parliament is said to pass a new law in a few weeks, which considerably will dampen the toll plans of the satellite provider SES Astra. National and public TV broadcasters within the European Union are to be forced by means of this law to transmit at least own productions unencryptedly, the news service Satelli-Line reports.
As a reason for the new law, the fact that more and more EU citizens change their residence is indicated. Abroad they often do no longer have the possibility to receive TV channels from their home, because these are encrypted, the service states. SES Astra and the big German private broadcasters had planned under the project name Dolphin the encryption of their free-to-air offer; due to investigations of the Federal Cartel Office, these plans were stopped (DM reported). This toll platform has started under the name Entavio at the IFA 2007, but does not seem able to prevail on the market. Neither subscriber figures nor indications regarding the existing receiver population on the market are available from the platform provider.
Even broadcasters, which are present at the Dolphin/Entavio platform, complain about the slow start of the market model (DM reported).
Furthermore, the Federal Cartel Office still is investigating the specification of the Dolphin/Entavio receivers. SES Astra is suspected to abuse its market dominating position for the establishment of restrictive box specifications.
Astra strategically wrong positioned
The fee-financed, public programme providers in Germany repeatedly emphasised in the lively discussion about Dolphin/Entavio that the transmission of their programme also in the future will be effected unencryptedly (DM reported). Encrypted are e.g. the public programmes in Austria and in Switzerland. The programmes of the BBC, in contrast, are freely available; a reception is also possible in Germany, due to a smaller footprint with different aerial sizes. At this point the question arises, whether the law might be able to force the broadcasters to transmit all European programmes of the public broadcasters via footprints, covering Europe completely, and to make a reception e.g. with a aerial size of 33 centimetres possible.
If the planned EU laws were implemented, the "suck" to the market to only offer all programmes encryptedly in the future, intended by SES Astra, would severely be disrupted. The satellite company had strategically positioned itself wrongly with its toll plans.
